I have the honour to transmit for your
consideration the enclosed schedule (with map) of certain
Kowloon Inland Lots now on seven and twenty-one years Leases,
and to recommend that the holders be allowed to exchange them
for 75 years Leases.

The lessees were originally squatters whe
were granted the short leases referred to in connection with
a scheme for the improvement of the condition of Taikoktsui,
which was undertaken in 1896 as a result of a Report by a
Committee appointed by Sir William Robinson to enquire into
the Sanitary state of that village.

It is now desirable that the short Lease
then granted should be exchanged for longer ones, and a peti
tion to that effect has been received by the Government. It
cannot be expected that they will involve themselves in any
considerable expense in the improvement of their existing
dwellings unless they are assured that their occupation wil
not be terminated when the present short Leases expire; and
it is expedient that every inducement should be offered th
to keep their buildings in a good sanitary condition. A
